Travel costs are fixed and based upon where you're going. So -- always free to return to the first area, always 1M gold to travel to the second, etc.

General answer: get last mob in an area to 100% kill rate, and then grind for a bit more to get some extra stats + current level drops.
Roughly level 20 to go to area 2.
