Instead of making fame shop purchased items account locked, what about putting a level req. to fame shop? For example level 20 on battling or level 100 on any harvesting skill. It would take about 1-2 weeks to reach that point and I think you guysshould could detect if someone is multi accounting by then.
Also I believe good fame shop items will get too expensive after some point, I mean its fairly early at this game but I need to grind about 1 or 2 weeks to get plat now (349 fame). So adding more fame giving milestones would be good. Or maybe resetting fame shop time to time? Every 2 or 3 months a reset would be nice.

I don't think the fame shop should be depended on as a source of income but rather as a gift for continuing to play, so having the cost of the items continue to increase without end I don't see as a problem. And since the higher tier of a milestone you complete the more fame it gives you, and since each tier of milestone shop item going up in quantity, each tier of milestone shop item being more expensive makes sense.
And I can't agree with locking new players out of the rewards to combat multi-accounting when the current system does the same thing without locking new players out of the rewards.

It's true at higher milestones it gives you more fame but it is much harder than first times. For example I got 10 fame for 10,000 harvests back then. (2500 increase from last milestone) So it equals 250 harvest is worth 1 fame. But now I had 25000 increase in harvest, but I got 20 fame. It is now worth 1250 harvest per fame. It is same for other milestones. I imply this game will go on for a long time, and I think that fame shop prices will go thru the roof at late game. Also with level req., I meant you are still able to buy from fame shop at early game but it is account locked. When you fill the requirement it becomes global.

The fame shop already gives a ton of stuff. In my opinion way too much up front, so only thing id change is deferring points more

The way I look at the fame shop is.. It is just a bonus. I also think early the fame works great.. Its just a boost to get you going at the start of your character. I think it should scale. We will see late game how crazy expensive the packages get..but by then your boosts will be better and you will be making better money. So you can just buy the platinum or whatnot you need.

You're definitely right that Fame is way more useful early on, but I'm sure that's by design, to give new players a better start so they can get into the game and figure out what it has to offer.
It definitely becomes far less of a factor as time passed (and will continue to do so, I'm sure), but it's still a great bonus when you get it.
Any adjustments would just tweak the general economy slightly, I don't think it would make that much a difference honestly.
