Trying to send harvey without the tool gives a bad error

This issue was indirectly reported by a newer player. I asked him why he didn't use harvey, he said he's tried and it always tells him: "Cannot read property 'tier' of null"

I correctly guessed that he never bought the plastic tools for harvesting, but this case should almost certainly have a more helpful error message.
