As a crafter there is only one type of quest I can get, "Craft # times". If I increase my questboost it seems reasonable that the # would reduce. If I forfeit a quest it seems reasonable that if I accept it again the # would be the same as it was.
So how i noticed the bug: 1. I accept a new quest and get #1 times to craft. 2. I then forfeit this quest. 2a. (If I were to accept the quest again I would assume the amount needed would be #1 but it is not.) 3. I increase my questboost to get a lower value. 4. Accepting the quest again at this stage I would assume to get a quest with requirement slightly less than #1.
The bug: The actual attempts needed is higher than #1. Likely the forfeited quest was still counted as a completed one, therefore increasing the number needed.

The numbers are random (within a range), so the behaviour you observe is by design.
Though personally, I (and I assume most people) would of course prefer it if this randomness were removed, this has been suggested and rejected before.

I have noticed the same behavior several times. If it is as you say everything would be in order of course and I have just been unlucky. Cheers for replying

I know if you forfeit and re-accept a quest, you can get a lower action count (or a higher one).
