Not necessarily sure that it's a "bug" but I definitely found this interesting. 2x the amount of resources gained without a real change in the number of harvesters? The previous line was ~3k as well.

It's an effect of the 10 second update interval not being evenly divisible by the action timer interval. It results in the 10 second update period sometimes having a single action completed during its duration, and other times having 2 actions completed during its duration.
Take for instance an action timer of 5.5 seconds. If the action timer ends just before an update, only 1 action will fall inside that 10 second time period since two actions take 11 seconds to complete. However if the action timer ends just after an update, the next action will also fall inside the same update as the previous action since the 5.5 second action timer is shorter than the 10 second update interval.
The only way every single update would have the same amount of actions, the action timer would have to be whole fraction of the 10 second update interval, such as 5 seconds (1/2), 3.333333 seconds (1/3), 2.5 seconds (1/4), 1.66666 seconds (1/6), 1.25 seconds (1/8), etc.
